Laminated Ukrainian certificate: why it cannot be apostilled and what to do
A birth certificate sealed in plastic since childhood. A marriage certificate someone once “protected” at a copy shop. In Ukraine it is still valid — but abroad it will not be accepted without an apostille, and an apostille cannot be placed on it. Here is why, and how to solve it without travelling to Ukraine.
Why a laminated document cannot be apostilled
An apostille is placed only on the original, and the original has to be “clean”: not laminated, with no handwritten additions or corrections and no stamps over the text. The apostille is a separate sheet attached to the document itself. That cannot be done through plastic, so the Ministry of Justice does not accept laminated certificates.
We do not recommend removing the lamination yourself: the form is almost always damaged, and then the document is definitely unusable.
The solution: a duplicate certificate
A duplicate certificate is not a copy or a “lesser” version. It is the same document, issued again by the civil registry office on a new blank form, with exactly the same legal force. You keep your laminated original, and the new copy goes abroad — it can be apostilled without any issue.
The same applies if the document has additions or corrections, is damaged, or is so old that the issuing official’s signature sample may no longer be on file.
Which documents can be reissued
- birth certificate;
- marriage and divorce certificates;
- death certificate;
- name change certificate and extract confirming the premarital surname.
Price and turnaround
7,200 UAH per document with an apostille, 6,000 UAH without. The price is final: the application, state fees and the apostille are all included. Only delivery is charged separately — from 810 UAH, depending on the country.
Turnaround is 2–2.5 weeks, with a margin for air-raid alerts and the registry office’s reply. In practice the duplicate itself is usually ready in 3–4 working days.
Do you need an apostille at all?
Not always. Ukraine has legal assistance treaties with a number of countries, and documents are accepted there without an apostille. Check this before ordering so you do not pay for something you do not need. More: do I need an apostille.
